Chance of Rain

What exactly is the chance when they forecast, "Chance of precipitation is 100%"? If there is 0% chance of no preciptation, where's the chance of it? Not even Las Vegas would take the best with those odds, except there's always a fool somewhere who'll gladly part with their money.
